Frame rate is vital in missions. If the game is slow or jerky, you won't have the fine control that's so important in a timed mission. The problem is that view range is also important, particularly in the race missions. No wonder people on low end machines have so much trouble in missions!
Remember, you don't get any extra time in missions- you start with all the time you will get. There's not much point in going for peds if they aren't a mission target, and you simply can't afford to loose the time spent chasing them. Focus on the mission objective only, and don't worry about anything else.
Lastly, the time for a mission depends on the difficulty level and the version of the game. 'Easy' has extra time in each mission, while 'hard' has less. The US version was modified by Interplay, and all the missions are much easier, with more time allowed.
Don't try to drive flat-out. You'll crash and loose time. If you manage a slower but steady speed, it will be much easier. This mission can be done with the eagle, but the Bugga (the hot pink dune-buggy) is probably better, since it has far better handling.
You can use the eagle for this mission, but you will have a hard time without some engine upgrades. A slightly faster car is a better choice, but you don't want one that's too soft.
While the eagle will do for this mission, the Thunderbucket is heavier and will kill the peds a bit easier. Try both, the mission can be done with either.
One easy way to finish the mission is to hit the hospital first, the double back and go down the brown track to the lumber yard. Then jump the river and use the horn to scare single ped on the hill. Keep at it until he jumps off, then go down and the cross bottom bridge killing the peds on the way. Lastly, go to the big hill with many peds on it. It's a good idea to honk while climbing the big hill, it rounds up the peds somewhat.
There's a solid granite car in front of you when you start. Pick it up, and wait for Pitbull. Do a full speed head-on and you can waste him in a single hit. Easy!
I'm not surprised- It's a pretty hard mission! This one is really difficult, especailly if you have a slower computer.
A heavier car will be more likely to kill a clown in one hit, so think about something like the thunderbucket or similar. Don't waste time driving about randomly, plan a route in advance. Remember to use recover if you spin out and get too far from where you want to be. (recovering can save you vital seconds.) Don't get distracted by the APO slots or upgrades- the clowns are your priority.
You can use the air-vents to jump into the tower- it's hard to get right, and you'll probably have to do it twice (once to break the glass, and again to get in). If you break the glass, though, you can use the horn to scare the peds out.
If you can't destroy the core, you go to the lower deck, then through a wide door. Drive down, and the core is in the middle of the engine room, surrounded by destroyable walls. You need to hit the walls pretty hard to take them out, so use a larger vehicle, or collect the solid granite power-up that's behind the glass screen.
Easy mission- just so long as you don't get distracted by the opponents.
This mission can be fun. Use a big vehicle- the Semi, the Deathcruiser or Don Dumpster are all good, so pick your favourite from them. Offensive upgrades are a good idea, and power certainly won't hurt.
Take a fast car that you can control well. The hawk or the purple piledriver seem to work well.

Option #1
Turning off fog effect can help you see a little better and also help the frame rate. Turning off the HUD (F1 while in a race) is another good move, especially if you have a 3Dfx card.
Note the shortcut just before checkpoint 1. (outlined in yellow). You can save a small amount of time by using it.
Be careful at the location of the red arrow- there is a sharp turn there that causes problems. It's just after a straight, so you'll be going fast. If you don't brake, you will crash there and loose time when you recover.
Hit the dishes nice and hard, so you take them out in one strike. Repair damage from hitting a dish right away, you can't afford to drive around in a knackered car. If destroying a dish puts you out of position, use recover to skip back. It can be faster than reversing out.

You jump down, then right. You can't get the dish on this roof yet, so you go clockwise around the map, destroying all the dishes.
There is always a ramp that leads to the next roof. Keep track of where you've been and you won't get lost. The only trick is located at the red cross. There, you must ignore the ramp (drive around it to destroy the dish) and jump through the air vent.
Even if this doesn't work, there are plenty of Granite and Repulsificator power-ups on this level. Use them, and that 35 ton truck doesn't stand a chance.

You'll have to run through this one a few times just to get the layout and feel of the track.
The best car to use is the Bugga (That hot pink dune buggy). Engine upgrades make the level easier, too. Try not to mess up jumps, since time is very tight- don't brake when going over a jump or hill, since this will cause you to nose-dive.
Remember that the Bugga is as weak as wet toilet paper. You'll have to repair constantly, and one bad crash could waste you. Don't drive around damaged, since there's a performance penalty you can't afford. Armour upgrades might actually help you on this mission, odd as it seems.
When heading back to checkpoint 1, you have to make a huge jump onto the hill- line up carefully for this, since it can cost you a lot of time if you get it wrong.
You actually have quite a lot of time for this mission- there's no real 'best' route that you need to follow. Just plan ahead and don't waste time.
Here's a route suggested by Anton Klein. Start at [0]. follow the route, honk the horn at [4] (the 2 clowns fall of and drop dead on the ground), follow the route and finaly at [7] drive around to do all the rest of the clowns.
Another way to do this mission is to use an electro-bastard ray. (There's one over the river to the right of the control tower)
If you have the ray active, getting near the tower (or landing on the roof) will be enough to kill the peds inside.

There's also a small jump over the narrow part of the river nearby.
The admiral is in the ship's bridge, and you can't really get to him easily. There's an electro-bastard ray near the bridge, though... Pick it up, drive under where he is, and use a couple of kangaroo jumps to get within range. ZZZT!
An electro-bastard powerup is located at the red arrow. With some kangaroo jumps from the lower deck, you can fry the admiral easily.
Take a fast car- the eagle will do, but there are better choices. Use whatever car you feel gives you good cross-country speed, since this is largely personal preference.
You don't need to actually push the dynamite plunger, just hit it, so lining up isn't very important. You can loose this mission through bad luck if an opponent gets in a good hit on you, but they aren't too good at catching you so it's not terribly likely.
The most important thing is to avoid wasting time. Don't get caught up in push-battles, you need kills quickly. If you aren't clocking up kills, go do something else.
If a cop falls in the water, don't chase- you'll waste too much time. If you leave the area and kill other cops for a while, they will recover out.
There are areas where you must backtrack. You can use recover to skip backwards and save some time.

Go through the first door. To your right will be a wall panel with what looks like rivets, (look on map to see the hidden passage). Go through the passage and stop before you jump over the island. To your right will be a barrel w/kangaroo on command. Get it and go through the tunnel to get a running start, (not very fast). Now go through the tunnel towards the jump. Kangaroo on command up once then another time, enough to get you through the large opening above the door. . When you are inside of the tunnel kangaroo again because if you are in the air not touching anything at low speeds the game will reset you automatically. Now race through the passage.
The road will jump you onto a platform, so slow down (to about 100 MPH) because you have to jump onto the platform and through a wall of glass, but don’t go through the second wall of glass and off of the platform or you will have to go back and jump again. You don’t need very much speed to get onto the platform where the shield generators are. Stop when you get on the platform so that when you press insert you will recover on the platform. When you are on the platform run into the tall domes. While doing this keep pressing repair, and press insert once. Do this for both of the domes. Then go onto the ground and there will be a passage similar to the one that you entered the room through on the exact opposite side of the room. You can tell them apart by the barrier at the end of the entrance. The entrance has a yellow striped barrier that is at an angle to the wall. The exit goes straight and intersects 2 other roads. Make a sharp hairpin turn into a pink tunnel. Go straight. There will be 2 doors opened partially opened. After the 2nd door you may want to slow down some because there is a sharp left-hand turn. Go straight through a small room with a ramp on each side of you.
There will be a ramp and a wall in front of you. Do not go off of the jump, instead go to the right of the ramp. Turn right at the wall and go down the road as fast as possible. Follow the road halfway around the complex. There will be a barrier at an angle that directs you to the left. Turn left onto the road. There will be a big red button. Run into it. If the structure behind it does not fall down at all then run into the button again. This should prompt a message on the screen each time you run into the button. When you see the tower collapse turn around (with the Z key) and leave on the same road that you came in on. (It follows the wall). Leave the same way that you came in.
The 2 doors that you came in under will be closed when you go back. SLOW DOWN, they can do some serious damage to your car at high speeds. Stop at them and wait for them to open. Go straight.
When you get to the intersection make a sharp right turn. This road will lead you to a large room with mines on the floor.
When you go off of the jump, jump to the left. Enter the opening directly to the left of the road that you came in on. This will lead you down a curved path. Where the left wall stops curving and changes into a straight path there will be a road that intersects the one you are on from the left. It is a very sharp left turn. Go straight. The road will rise and enter a circular room. Off to the left in the center of the room is a large dome that is flat on top. There is a barrel on top of the dome. It is SOLID GRANITE CAR. Get it! If you miss it instantly press insert and try again. When you get it drop to the floor. The dome is surrounded by exploding cylinders. Run through all of them QUICKLY! That’s it.
Option #2
Instead of going through the opening to your left, when you land on the ground turn around and enter the opening directly below the on that you came in through. This tunnel leads to the room with the big dome. Run into the explosive cylinders. Instantly after doing so hit insert once and backspace twice. Do the same for all of the cylinders. Good Luck!
